According to the commission, the club used some commercial contracts as sham contracts, i.e. contracts in which the actual financial arrangement was different from the real one. Due to this the income of the club increased and expenses decreased.

According to the league, these adjustments created a difference of more than £900 million to the club’s income and expenditure picture over a given period. The committee also said the club did not properly disclose its financial position in its accounts and did not cooperate with the investigation. Now a separate process has to be initiated for punishment. Possible actions may include fines, point deductions or other game-related sanctions. The club has appealed against the decision.

In 2014, a development agreement worth around £1 billion was signed between Manchester City Council and a group linked to Mansoor.
