Chief Minister of Tamil Nadu C. Joseph Vijay will launch a welfare scheme named ‘Thaimaman Thanga Mothiram Thittam’ on Monday. Under this scheme, the state government will give one gram gold ring to babies born in government hospitals. Vijay will reach Madurai in a special flight and launch the scheme at Government Rajaji Hospital (GRH). He will present gold rings to 25 newborns at the GRH Auditorium and will also visit the maternity ward to personally give rings to babies born on the same day. Under the scheme, every eligible newborn born in a government hospital will get a one-gram, 22-carat gold ring. For this, the mother of the newborn child must be a permanent resident of Tamil Nadu.

What is the budget of the plan?

The scheme was originally scheduled to start on September 15, the birth anniversary of late Chief Minister CN Annadurai, but was postponed due to Vijay’s visit to London. The state government has kept an annual budget of 755.83 crores for this scheme. In the first phase, 1.28 lakh gold rings have been prepared. The gold rings will have a unique serial number and will be distributed in tamper-proof packaging, the government said in a press release. The scheme will be implemented across the state, except for Madurantakam and Dharapuram assembly constituencies, where by-elections are scheduled to be held on October 6.

What is eligibility?

Eligible beneficiaries must be registered under the ‘Pregnancy and Infant Cohort Monitoring and Evaluation’ (PICME) system and have a ‘Reproductive and Child Health’ (RCH) ID. A gold ring will be given to the beneficiaries when they are discharged from the hospital. Government sources told news agency PTI that the scheme will not only increase public confidence in government health services, but also promote safe delivery in hospitals. According to the government, about 7.80 lakh babies are born in Tamil Nadu every year and according to the ‘National Family Health Survey-6’ (NFHS-6), 99.9 percent of these deliveries take place in health institutions. About 4.20 lakh births i.e. 53 percent of them take place in government hospitals. 90 percent of deliveries in government hospitals take place in ‘Comprehensive Emergency Obstetric and Neonatal Care’ (CEmONC) centres.

Work order to Joyalukas and Kalyan Jewellers

A special monitoring committee headed by the respective District Collector has been formed in each district to implement it at the local level, monitor inventory and bring transparency in distribution. Joyalukas and Kalyan Jewelers have been given work orders to supply one gram gold rings under the ‘Thaimaman thanga mothiram thittam’, an important pre-election promise by the ruling TVK. The government order for the implementation of this scheme was issued on June 23, 2026. After this, on Monday itself, Vijay will inaugurate the newly completed Gandhi Memorial Museum and take stock of the facilities there. Though not officially confirmed, Vijay is expected to visit Meenakshi Sundareswar temple, where the Abhishek ceremony was held recently.
